I recommend that Zipcar enter France as its next country of operation. The country has a 79% urban population, and the French government is open to accepting foreign investments. Corruption in the country is low. The World Bank Group rates France 31st among all countries, for foreign investors who wish to do business. Prices of cars in France are comparable to those in the rest of Europe, so the company would be able to purchase cars with a reasonable starting capital. The country has a good per capita income, and has eco-conscious consumers and businesses who want more efficient and sustainable products and services. Car sharing would be a way to extend this already-existing mindset.
