The roles of administrators are very similar between the private sector and the public sector, but they are performed slightly different, with different needs being taken into consideration. The public sector is run similarly to a non-profit organization, in many ways. In regards to human resources, the private sector administrators have more flexibility in both hiring practices and in the type of benefits offered to employees, whereas public sectors are oftentimes governed by unions (almost all police departments and municipalities are), which dictate the amount of compensation and benefits due to each employee, through their bargaining units.
