Although many private sector corporations in today's global economy have embraced diversity as a competitive advantage and have taken the necessary steps to successfully incorporate diversity at all levels of their organization, this is not the case in most public sector organizations. In fact, research shows that a majority of public sector organizations both small and large are still struggling to fully implement diversity programs that successfully knock down many of the established barriers that are in place (Swan, 2010).
The more common practices of handling diversity in the public sector are related to the policies outlined by laws such as Affirmative Action (AA) and Equal Employment Opportunity (EEO) initiatives.
