Police Officers on the Beat

Communication barriers crop up regularly when a Police officer 'on the beat' performs his duties. Work wise, Law enforcement being a formal bureaucratic system means going through the due process. If a police officer needs to communicate directly to someone higher up in the chain to accomplish his investigative goals, he must go through the due process. These takes paperwork & a lot of time (from weeks to months, even) with the necessary follow-up. A formal organization does not allow for 'direct & informal' communication within the hierarchy - everything is through the system especially since each move is archived (i.e. request for records, request for a search warrant, etc.). This very notion also limits the police into action - before they can 'act' on certain cases, there must be a real & present danger usually after the fact. Even if it is clear a suspect is a paedophile, they can only observe until a crime has been committed to act. Which brings us to the real world - policing ethics asks for a 'mode of behaviour' that must be standard in any law enforcement organization in terms of communicating with the Public & with suspects & even criminals.
