The focus of this research is on the persistence and danger of bullying in the school environment. One definition provided for bullying is that it "refers to verbal, physical, or other acts committee by students to harass, intimidate, or cause harm to another student. Horne, Stoddard, and Bell (2007 as cited Joaquim, 2014) indicate that bullying is a subset of aggression, which is a typical a typical problem found in schools, and acts of aggression that might cause either physical, or psychological harm. Behaviors attributed to bullying include: (a) verbal threats, (b) menacing behavior, (c) harassment, (d) intimidation, (e) violent assaults, (f) disruption of the school environment and associated disorderly conduct, (g) and other related behaviors. (Bully and anti-bullying legislation). Bullying in the school has become a serious problem in the school environment. For this reason, state legislatures have proposed anti-bullying laws In addition to state laws in response to increase suicide rates due to bullying and tragedies such as the Columbine shooting (1999), the state of Georgia became the first state to enact an anti-bullying law. The state's schools were required to establish educational programs aimed at preventing bullying. Following Georgia's lead, several state legislatures have enacted bills to prohibit bullying behavior. Approximately 120 bills have either been introduced or passed (analysis of bullying laws and policies). Based on this report all states with the exception of Hawaii, Michigan, Montana, and South Dakota have anti-bullying laws. In addition to state laws, federal legislation has been proposed with regards to national legislation against bullying.

As an example, in August 2010, the United States Department of Education and the U. S Department of health (HHS) services co-hosted the first federal partners' summit aimed at reducing bullying. The objective was to implement policies that could be put into practice within elementary and secondary school systems. Despite these anti-bullying laws, bullying in schools persist with grave consequences. For example, the research reveals that exposure to violence leads to mental health problems such as anxiety among adolescents (e.g., Rivers, Poteat, Ashurst, 2010). Moreover, according to Rivers et al., these anxiety problems may continue will into adulthood. As they note, the effects of bullying have both short and long-term psychological effects, with many persons experiencing problems related to the bullying well into their adult lives.
