What does this statement mean?

Like most political statements, this one can mean anything the President wants it to mean. One might questions what ethical standard he is appealing to when he claims that ending homelessness is the right thing to do. He does not explain why allowing homelessness to continue is wrong, why ending it is right or whose job it is to ensure the end of homelessness. It is interesting to see that while he says it is the right thing to do for the homeless it is a smart thing to do for taxpayers. I'm not sure if there is significance in using different words but I imagine there is.

At face value this statement is implying that ending homelessness is the morally right choice, it will be good for the homeless and will also be the an intelligent decision that is in the self-interest of the taxpayers.
