In the state of Texas, the jurisdiction for the state's Homeland Security resides with the governor, who is responsible for the (HS) plan. It is defined by any activity that is predicated upon preventing or discovering, responding to, or recovering from any form of act that threatens or harms local jurisdictions. These events could entail terrorist attacks, natural disasters, or man-made disasters as well as any other form of disasters that requires multi-agency responses that are beyond the scope of local jurisdiction's ability to prevent, discover, or respond to the threat.
