1. Social demands - this is a simple one. It just means that there is a problem, and the state/bureaucracy is there to fix it. It deals with justice as effectiveness in solving problems. It tries to be as "a-ideological" as possible (problem - it holds social demands as all equal; it does not deal with the power of each group to impose its will).
