This may take the form of a bill in the Senate or the Congress that may be passed. Special comities are developed to investigate matters related to criminal law. This is done under the Congressional oversight. In addition, the pronouncements of the courts hearing criminal cases are an important source of developing policies of the criminal justice system. Finally, US Department of Justice Criminal Division develops, enforces, and supervises the development of federal criminal laws. It has an Office of Policy and legislation.
