The public policy issue that will be addressed in this legislative act is the removal of any financial fees associated with possession of marijuana as well as the prevention of arrest and detainment of citizens for engaging in marijuana use. Therefore, California residents age 21 or older are able to legally purchase marijuana in the same manner that they are able to legally purchase alcohol. The use of marijuana can't be consumed in public but users can grow plants at their home as well as receive plants from friends for the consumption of marijuana wherein it is still illegal to buy from street dealers but it is not in illegal to give marijuana away for consumption to those 21 years or older.
