Does the document include summaries of revenues, other financing sources, and expenditures and other financing uses for prior-year actual, current-year budget and/or estimated current-year actual, and proposed budget year? Are major revenue sources described? Are the underlying assumptions for revenue estimates and significant revenue trends explained? Does the budget document explain the effect, if any, of other planning processes (e.g., strategic plans, long-range financial plans, capital improvement plans) on the budget and budget process? Is the process used to prepare, review, adopt, and amend the budget explained? Are charts and graphs used, where appropriate, to highlight financial and statistical information? Is narrative information provided when the messages conveyed by the charts and graphs are not self-evident? Does the document provide narrative, tables, schedules, or matrices to show the relationship between functional units, major funds, and non-major funds in the aggregate? Introduction: The budget that I am reviewing is the budget of the City of Minnesota. I have been attracted to this budget because it has been given the Distinguished Budget Presentation Award by the Government Finance Officers Association. This budget will be reviewed for Policy Document, Financial Plan, Operations Guide, and Communications Device. These four categories have been established by the Government Finance Officers Association for its Distinguished Budget Presentation Awards Program.

Policy Document:
The budget that I am reviewing has a statement of entity wide long term financial policies and non financial goals and objectives. The budget has a vision of encouraging learning, innovation, and diversity. It has the objectives of providing accessible housing, jobs, and educational opportunities to create a livable city and stimulate growth. It has five year goals that have been developed in 2010 and will last till 2014. These goals can be described as short term goals. These goals relate to safety and security, jobs and economic well being, livable communities/healthy lives, diversity, environment, and technological innovation. The six items also form the twenty year vision and help keep the short term goals aligned with the long term objectives of Minneapolis. Based on the six city goals the department goals are created. Some of these departments include 311, Assessor's Office, City Attorney's Office, City Coordinator's office, Civil rights, Communications, CPED, Convention center, Finance, Fire Department, Health and Family Support, Human Resources, Police department, Public Works, and Regulatory Services. Each objective is explicitly related to the six goals of the City. This document articulates the priorities and issues for the budget for the new years. There is no significant change in priorities pointed out for this year but the five year plan is adhered to and the goals contained in it given importance.

Financial Plan:
The budget document describes all funds that are subject to appropriation. The plan divides the funds into Special Revenue Funds, Enterprise Funds, and Internal Service Funds.
