A solution to the problem of excessive use of force is to provide training to police officers. The training will be provided by each state's public safety officers. The training will encourage officers to talk suspects into compliance instead of physically harming them. Officers will also be trained in use of force, handling mass demonstrations, stops, searches, and arrests (a).
