There are several solutions for the involvement of "spontaneous volunteers." First, there are insufficient public awareness of the needs and opportunities for unaffiliated volunteers. The lack of public awareness prevents the emergency response system from involving citizens in reducing the impact of disasters. Volunteers have an important role in strengthening the capacity of local communities to resist the effects of disaster.
