School and state report cards are put together and published. These report cards label student achievement as basic, proficient, or advanced. Schools and districts are also required to show Adequate Yearly Progress (AYP) requiring them to show regular growth in reading, language arts, and math. Because minimum passing scores of standardized tests are not regulated from state-to-state, data may show inaccurate growth in schools and student achievement state-to-state and from one year to the next.

Expanded flexibility and control
In the past, there has been much criticism of the "flexibility partnerships" created to make sure federal funds were being used effectively. Many found these partnerships simply implemented greater restrictions and inhibited problem-solving specific to diverse schools and districts.
