I was a top writing scorer in another state, where I reviewed 3000 writing submissions for fifth grade students statewide. Upon reviewing the PA Department of Education scoring attachment, what concerns me is the prevalence of review. Of those scored by hand, only ten percent are reviewed more than once, where by contrast, another state has three people review all tests. While I understand that there can be time, human resource and financial restraints, with such high stakes put on tests, each test deserves more careful professional scrutiny. Three scorers are much more equitable, than just two.
