I would suggest:
Use power point slides because it is easy to use words and pictures together, graphically depict various phases of the water cycle and also play around with the effects and consequences of changes in the water cycle. Usually, its easy to teach kids to make Ppt slides and use clip art even when they are young.

Another choice would be a web quest, where in the kids could find out over the Internet, various resources on the water cycle and they can make a web report. However, this would work only for kids with access to Internet and those used to working on webquests.

A third choice is to use ready made animations or movie clips supplied by commercial vendors to which the school can subscribe and ...
