The roles have changed and so have the requirements. Years ago (even up until the 1970s), you could be hired by one of these institutions with just a Bachelor's degree. As time went on it became a Master's in the subject taught and now more often than not for full-time instructors (especially new ones) they desire a Ph.D in the subject taught.
