The cause of the funding shift in South Africa is the lack of investment by the government that had previously subsidized the education of poor and lower class students within the country with loans and government assistance to atone for the years of lack of access because of the Apartheid regime. As a result of mismanagement and incompetence by the ANC, the funds that were previously available to be appropriated toward subsidizing higher education for these groups has dried up. The response by the government has been to increase tuition fees for these students, which has resulted in massive student protests against the government and the unjust policies ...
