Sovereign borders are meaningful to states because they allow states to achieve border control which is considered an important exercise of sovereignty. When a state controls its borders it can control the population, it can maintain internal security, and can restrict access to labor markets. Sovereign borders are identified as national borders. It is across sovereign borders that a state possesses the legal right to gain control over the movement of goods and people. For example, if an individual seeks to cross a sovereign border into another country he must have the permission of the country into which he seeks entry.
