Heptadiene has seven carbons in its longest chain. All of the formulas match this. There will be double bonds at the 1 and 5 carbon. Only compounds A and B match this. 4-ethyl means there is an ethyl group at the fourth carbon. This is compound B.

2 structural formula for 1,1,3-triethylcyclohexane

The base is cyclohexane, a ring with 6 carbons. There will be ethyl groups (2 carbons) on the 1st, 1st, and 3rd carbons:
