    The article reports the findings of a study conducted to assess a quota system established for The Netherlands Police Department. Officers were charged with writing fines or arresting a specific number of individuals who are wanted for a specific infraction.

    "In November-December 2000 some 69 per cent of the Dutch population expressed trust in the police, while in 2004 this declined to 58 per cent (Hoogenboezem et al, 2005)".
