The article reports the findings of a study conducted to assess a quota system established for The Netherlands Police Department. Officers were charged with writing fines or arresting a specific number of individuals who are wanted for a specific infraction.
"In November-December 2000 some 69 per cent of the Dutch population expressed trust in the police, while in 2004 this declined to 58 per cent (Hoogenboezem et al, 2005)". The data reflects a decrease in public trust of the police since the implementation of targets and clearly indicates that citizens are concerned about their safety in relation to an officer's actions in response to crime. According to the article, the police have been forced to choose between meeting their monthly goals and attempting to diffuse situations in other ways.
