To Robbins and Coulter (2002), planning is a process that involves defining the organization's goals, establishing an overall strategy to achieve these goals, and developing a comprehensive set of plans to integrate and coordinate organizational work.

As applied to the educational institution where this reporter belongs, planning function starts with the formulation of the vision, mission, goals, and objectives (VMGO) of the university. This is followed by the formulation of specific goals and objectives on a per department level, and then the formulation of goals and objectives per program.
