(i) Especially dueing the off peak season, many hotels actually offers some "low-price-packages" for customers - especially for the locals.
The packages usually include, for example, Standard rooms+Dinner for two at one of the hotel restuarants+movie tickets for two. (this is an example, the combination can be different!)
Customers can buy these packages in a relatively lower price than when purchased seperately, and this attracts a lot of local customers (who normally won't go to the hotel if without the special offer).
This can improve the hotel's room occupancy rate.
(ii) Hotel could also make arrangements with travel agents, which can have their hotel rooms included in a travel package (i.e. airtickets with hotel rooms) because many customers will want to save time to seperately look for airtickets and hotel rooms, they usually welcome the agent's offer of "Flight+Room Package". Some are even offered at a lower price.
If the hotel could maintain this relationship with the agents, there will be guarantee for the room occupancy rate again.
