The Agency and Unions
Social Security Administration (SSA) has collaborative labor management relationship with four unions namely
 American Federation of Government Employees (AFGE)
 International Federation of Professional and Technical Engineers (FPTE)
 National Territory Education Union (NTEU)
 National Federation of Federal Employees (NFFE)
SSA permits employees and their representative unions to take part in all decisions to the extent allowed by the law. The agency provides employees and unions with resources which are required to ensure that long term public service improvement goals are met. SSA invites all unions to involve them in development of plans for establishing labor management forums. Despite having significant involvement in operations and management decisions of SSA, unions are in continuous negotiations with SSA for improvements in benefits and working conditions.
Reasons for not having union representation
1. Union representation activities are carried out in official time which means additional financial burden for SSA
2. There is often lack of consent for union activities which lead to operational problems and delays decision making

Reasons for having union representation
1. Public sector employees lack the benefits availed by private sector employees. With unions, public sector employees have a voice to fight for their rights
2. Employees represented by unions have higher wages and it attracts more people who want to join them. As a result unions help in attracting and retaining staff
