1. The diagnosis of the situation in the Public Works Department points to a lack of definition. The different areas do not work together and jobs are repeated, with some divisions having the same duties and equipment, which is certainly not cost effective. With the Public Works director also acting as the City Engineer, the separation of duties are not declared and the director is overwhelmed. There needs to be a clear division of duties. Additionally, a strategy needs to be in place for the faster growth of engineering workloads as opposed to that of maintenance, which would allow workers from maintenance to be available to engineering during the lag period.
