Introduction

The concept of human rights endows everyone with the rights and freedom to achieve an egalitarian structure of the current society. Human rights can be referred as inalienable, which are absolute to an individual. It is to be noted that Rights and obligations both are part of Human Rights. It is the duty of the State to fulfill and safeguard human rights. It is the obligation of the State to fulfill the human rights, i.e. it is the duty of the State to facilitate the citizens with their human rights by taking positive steps in this regard. It is the moral duty as well as obligation of an individual, who himself is endowed with human rights to respect the human rights of other person also. In the year 1948, United Nations General Assembly laid down the Universal Declaration of Human Rights, so as to provide and safeguard the rights and liberties of the citizens of the nation (Donnelly, 2003).

It can be said that the concept of human rights empowers the citizens of the nation to exercise their rights. In addition to this, fundamental standards are being imposed for the activities of the State. United Nations has recognized a cluster of human rights, which include all the different civil and political rights and economic, social and cultural rights. The Universal Declaration of Human Rights incorporates civil and political rights or C.P. Rights as the first part.
