In an organizational environment where there are few opportunities for advancement, a career should be developed in this type of organizational environment in a manner that is much different than they have been developed in the past. Due to the fact that there are fewer opportunities for advancement, careers should be developed in a manner that is consistent with the needs of the organization, as well as the needs of the individual employee. In reference to the needs of the organization, there should be an incremental tiered level approach to the offering of promotions to employees within the organization.
