There are several reasons why the review systems were effective. For instance, OEC system worked because it motivated employees. Let us consider the expectancy theory of motivation by Vroom. An employee acts in a certain way that his action will get a given outcome. In case of OEC the outcome is seen the very same day. If the employee has done good work the 'outcome' will be attractive to the individual (worker). So the OEC system motivates the employees and it works well.
The 6S footprint on the floor routine is essentially a way of reminding the workers of important principles/instructions regarding their work and work habits. In a way it clarifies the way in which they are supposed to do their work. It creates a personal responsibility for the employee sot carry out the instructions.
