For the purpose of this assignment, we will chose development of a Enterprise resource planning system for the organization.

The first step in the development of the system is the project planning stage, wherein the needs of the end users is ascertained or problem statement is identified and the basic project structure is being finalized after evaluating feasibility and risks associated with the project. In this stage, the project manager gathers opinions, feedback, needs and problems of organizational employees and based on employee's needs, develops list of goals and objectives for the project.
It is essential for the project manager to involve end users or the employees in the process as they will be the one using the system and thus, their participation and opinion is extremely important in terms of determining the components of the system.

Once the goals and project structure is finalized, the next step is to translate those goals into high level requirements of the system to be developed. In other words, the goals are translated into technical requirements or components to be developed in the software system. The requirements define the major functions of the proposed system, outputs, reports, areas to be covered, etc.
