(a) Adapting an organization to its environment,
(b) Articulating and gaining support for the organization's mission, vision and values, and
(c) Designing the internal structures of the organization.

Each of these three roles is interrelated, so one could easily argue (and many do) that each role is equally important. However, it seems to me that articulating and gaining support for the organization's mission, vision and values might be the most important, since this could be part of the process used by the manager to help the team adapt to the organization to its environment. It could be used as a way to shape the organizational culture to fit with the mission, vision and values and objectives of the organization (Reh, 2007).
