Working 14-15 hours a day is very hard on the human body. Assume Sam comes into the office at 7:00 am. He will not leave until 9 or even 11 pm. That gives him time to get home, sleep for 5 hours before he needs to begin his day all over again.
I can understand in unusual circumstances it might be necessary for Sam to work the 15 hour days, maybe for 1 or 2 days in a row, but it should be unacceptable for him to work these types of hours for long periods of time.
