COFA has certain advantages for the United States. These are military advantages. The COFA allows the US to operate armed forces in Compact areas. It can demand land for setting up and operating bases. It also excludes militaries of other countries from the Compact areas. Federated States of Micronesia (FSM), the Republic of the Marshall Islands (RMI) and the Republic of Palau have entered into a Compact of Free Association with the United States.
