The best place to turn for this question is to the Education literature to see what others have done in this area. The first example is a study that collected data on recruitment methods (internal and external ways) FROM seven Midwest states, and the superintendents were asked to rate the advantages and limitations of these strategies as well.
Let's see what methods superintendents reported in this study and how they rated the strategies.
In the fall of 2000, all 3,506 superintendents in the seven contiguous Midwest states that are served by the U.S. Department of Education's North Central Regional Educational Laboratory were sent a two-page survey and a cover letter encouraging their participation from the appropriate administrator organization in their state. The survey instrument (see Appendix A) asked superintendents to report on the strategies they have implemented to attract and retain teachers and on how effective these strategies have been.
