In his particular view he indicated that the reason for this based upon the responses of the companies that he is responsible for are:

- Lack of time from the staff to dedicated to training.

- A fear that the another employee may understand the control environment thereby rendering certain aspects ineffective

- Management's unwillingness to make training a priority.
