1) Laws are the rules that individuals must abide by in order to promote order and safety in society. Ethics focus on the duties individuals have towards one another in society.
While ethical values and legal obligations are usually closely related, I would have to say that ethical values supersede legal obligations and this is what drives individuals to go to court and demand that laws be changed.
