I agree with Levitt that the PPACA has been effective in some areas but there are hiccups in other areas. The online process for getting information has faced technical problems in the beginning but these were fixed after a delay. Even though a large number of states did not set up marketplaces, the federal government website and marketplace is working. Further, 8 million people signed up for marketplace plan and 6 million more people enrolled in Medicaid. Levitt's contention that PPACA has made insurance more accessible is correct.
