Lack of resources is a factor that contributes to decisions to delay new technology implementation in small and medium sized businesses. These companies may not have the money to invest in the technology, or the manpower to learn about the technology and implement it. Costs are typically the biggest barrier to adopting new technology. There might also be concern that once resources are invested in the technology than something better will come along, forcing the organization to reinvest in newer technology, and involving more corporate change.

Small and medium sized businesses have the advantage of often having a stronger reliance on personal connection, thus making technology less attractive at times. Furthermore, adding new technology may increase the need to recruit new staff, which may cause additional financial pressures on the businesses.
