Decentralization took place to strengthen the role of local and regional governments. This improves efficiency of government and results in better democratic governance. In many countries decentralization is implemented. In other countries it is used to silence voice of citizens. With decentralization citizens get involved with the government in the civic process of the nation. They trust the government for all its actions. It results in better governance than centralized nations.

America has for long followed centralized form of government. The government has forced itself in the lives of American people and other systems. This has damaged American system resulting in need for decentralization. If not, there would be chaos, civil unrest and violence everywhere. People would themselves compare their system with others in the world and seek refinement.

Diversity of power is not there in American society. Power is limited to few. Not everyone can take a place in decision making. American society keeps the power in the hands of only few. These are people who can make or reform laws. Hence, we can say that American society is not pluralistic society. It does not have a decentralized government and no diversity of power.
