    This is how I would apply Weber's five characteristics to a workplace. Labor is always divided, and this includes both management and the underling employee. Management always does the paperwork, and submits it to the state or federal government depending on the industry, but employees do contribute towards it through taking the necessary notes possible to contribute towards billing purposes.
