In this particular problem, you are being asked to list the factors that you believe would ensure reliability of a test that, in this scenario, you are to create. How should you do it? To get this done, you really have to plan out a test, and at the very least, a subject of study, topic and purpose for the test. Are you to assess intelligence on general terms or are you to assess intelligence on specific subjects (as in the case of creating a test for a particular subject for grading in a discipline for high school students)?
