In this particular problem, you are being asked to list the factors that you believe would ensure reliability of a test that, in this scenario, you are to create. How should you do it? To get this done, you really have to plan out a test, and at the very least, a subject of study, topic and purpose for the test. Are you to assess intelligence on general terms or are you to assess intelligence on specific subjects (as in the case of creating a test for a particular subject for grading in a discipline for high school students)? If you have decided on this (make sure that it is your speciality), then you would have a basis, framework and purpose for the test which should guide you in planning out a test design for reliability. To answer this question, I believe that you need a guide like so:

1. About your test - set out what it is about, its purpose and the audience it applies to
2. The factors you will consider to make it reliable - The idea is to focus on the most basic elements and expand on them
3. Sample of a reliable item on your test using these factors (from 2)

As can be seen below, I have chosen a particular subject to base the pretend test on, which of course will be a familiar concept to you.
