Corruption remains an issue in all these places because of the institutions and their inability to control their inner policies, to create a better, more trustworthy government. The institutions of a state are supposed to create policies and laws that protect and enhance the lives of its citizens. This has not happened effectively in Iraq, Afghanistan, or many places in Africa. Instead the continuation of corruption, often just with different names as leadership, hampers any attempts to gain a solid government than carries with it trust and appreciation of the people.
