You don't count any undescribed driver, nor any boys who might also be on the bus. The problem is neither more nor less than as it appears below. Just do the math from the information given.
There are 7 girls in a bus.
Each girl has 7 backpacks.
In each backpack, there are 7 big cats.
For every big cat there are 7 little cats.
