    Hypothetical Scenario Intelligence was received that Ayman al-Zawahiri had ordered an attack to take place on the 10th anniversary of 9/11 in New York City. He had ordered three men to carry out the attack, which allegedly included the use of car bombs. Three men were caught in Canada. It is unclear whether these individuals were the ones recruited by al-Zawahiri. What if the attack had occurred in New York City? In 2010, Maplecroft, through its risk assessment tool, the Terrorism Risk Index, gave the United States a medium risk rating.

    Would an attack, such as the one mentioned above, affect the risk rating of the United States? If so, in what way?
