Emergency management has traditionally focused on emergencies such as those faced when natural disasters occur, but following 9/11, emergency management has become integrated into the need for cities to coordinate their emergency management planning with homeland security efforts to prevent terrorism or respond to terrorism attacks. The 9/11 attacks witnessed a large mobilization effort from the first responders who are necessary for terrorist attacks, which included police, firefighters, and EMT's, many of whom lost their lives because of a lack of effective communication during the response to the attacks. This is because of the fact that although emergency management training included prospective attacks, the responders weren't expertly trained in responding to such an event.
