The public needs effective drug policies that don't terrorize poor and minority citizens and waste taxpayer dollars on a failed war that has cost trillions of dollars and destroyed millions of lives. This is why marijuana legalization is needed as a policy because it provides the ability to end a failed policy that has proven to be the most colossal public policy failure in American history. Therefore, the public will benefit as well as the criminal justice system because it can reduce the excessive strain on the courts, prisons, and the minorities who have long suffered under this racist, unjust, and systematically ineffective war on drugs. Therefore, the current policy needs to address racism, inequality, and tyranny against the marginalized groups that has historically suffered ill treatment from American drug policies.

I've already identified the most pressing needs within this system, which entail proven statistical evidence of unequal law enforcement tactics that "target" minorities for arrest, prosecution, and incarceration for marijuana use at disproportionate rates although whites use the drug at higher rates than minorities.
