The case study examines the fallacies and mistakes made by leaders during the build up to the L.A. riots as well as during the riots themselves. The study focuses on the rivalries that existed between the L.A.P.D. and the Sheriff's department wherein both leaders of these departments were egotistical and distrustful of the other department, which led to a crucial lack of cooperation and communication. The study also focuses on the fact that neither the mayor or the police brass and administration thought that the cops would be totally acquitted, which resulted in them not planning for the type of response to such a verdict. The verdict, which was a worst case scenario, literally caught those in charge of handling any uprising as a result of the verdict off guard.
