White-collar crime can never be construed as white-collar if it is terrorism-based, this will be construed as financial crimes that are in furtherance of terrorism wherein the criminal is utilizing the financial system to commit fraud in an attempt to funnel their criminal proceeds toward their terrorism pursuits. Therefore, although it is technically white-collar crime, it is primarily construed as terrorism related financial crimes.
