The Quad or the 'Quadrilateral Security Dialogue' (QSD) is a strategic security cooperation based on dialogue between the US, Australia, Japan and India, with the quad referring to its 4-member states. Initiated in 2007 by then Japanese PM Shinzo Abe and supported by Australian PM John Howard, Indian PM Manmohan Singh and then US VP Dick Cheney, it was a paralleled effort with the joint military exercise Exercise Malabar. Exercise Malabar is a permanent annual naval exercise by the US, India and Japan with diverse activities that include fighter combat operations through aircraft carriers via maritime interdiction operation, anti-submarine warfare, counter-insurgency operations, etc. as a response to increased Chinese military and economic power (The Week, 2022) to keep a 'free and open Indo-Pacific'.
