If I were in charge:

Let's start from the highest level and work our way to the lowest level. First, there are things that you have to understand. Leaders do not make changes for the sake of making changes. There is a system of observation, analysis, evaluation, and consultation that has to take place before change is directed.

If I were the highest enlisted member of my base the first thing that I would do is take an analysis of the programs and policies that are already in place. I would evaluation them and find out what is working and what is not working.
