Thomas Jefferson' purchase in 1803 of the vast Louisiana Territory, motivated by a mixture of principle and opportunity, nearly doubled the size of the United States at that time. Jefferson's philosophy of government greatly shaped his policies toward public expenditures, the judiciary, and the Louisiana Purchase. His goal was to avoid foreign entanglements--something he believed was beyond reach as long as European powers had large landholdings in North America. He also dreamed of an "empire of liberty" extending across North America.
